一、我國大氣污染存在的問題

1、機動車尾氣排放

目前，人均擁有汽車數(shù)量不斷增長，機動車尾氣排放量與日俱增，導致了大氣污染日益嚴重。尤其是尾氣中大量的二氧化硫、一氧化碳等污染物直接危害人類的身體健康，嚴重污染了大氣環(huán)境。特別是在大中型城市中，空氣污染的首要因素就是汽車尾氣的排放。盡管，一些城市實行了單雙號限行等措施，但所起作用并不顯著，這只是一種治標不治本的方法。

2、能源結構以煤為主

我國的能源消耗主要以煤炭為主，占一次能源消費總量的75%，而新能源占比仍然是很少的，我國能源結構中天然氣所占比例也很少的，從整體而言說，我國仍是以煤為主的燃煤大國。在我國，煤的使用滲透到各個方面，家庭中常燃煤進行取暖、做飯等，由于水利發(fā)電無法滿足人們的用電需求，因此我國發(fā)電仍是以火力發(fā)電為主，煤炭燃燒產生的硫化物等污染物直接排入大氣中，造成空氣污染。我們現(xiàn)在以煤為主的能源結構是被動選擇，而不是主觀選擇，而。目前尚未找到可以替代煤的能源，直接導致了能源不合理的現(xiàn)狀得不到有效改善。

3、工業(yè)廢氣

工業(yè)廢氣的排放對環(huán)境造成了極大的危害，特別是北方的一些重工業(yè)城市空氣污染尤為嚴重。隨著房地產行業(yè)的高速發(fā)展，建材需求量越來越大，建材行業(yè)的規(guī)模因此不斷擴大，而我國仍是以窯爐來進行建材生產，不置可否，建材行業(yè)是個高污染的產業(yè)，雖然創(chuàng)造了巨大的經(jīng)濟利益。再如，鋼鐵行業(yè)在生產過程中不只排放廢氣，還會產生粉塵等有害物質。印刷、造紙等行業(yè)在生產過程中也會排放各種不利于人體健康的尾氣。

4、土地沙化

沙塵暴出現(xiàn)的頻率不斷上升，不只對北方造成巨大的破壞，其影響范圍不斷擴大，正向長江流域伸出了魔爪。土地沙化引起沙塵暴肆虐，而沙塵在長期流動過程中，增加了空氣中粉塵等污染物的含量。

5、環(huán)境執(zhí)法監(jiān)管不嚴

我國的某些地區(qū)存在嚴重的環(huán)境執(zhí)法監(jiān)管不嚴現(xiàn)象，未正常執(zhí)法，縱容污染超標的企業(yè)繼續(xù)生產，環(huán)境執(zhí)法機構形同虛設，并未做任何有利于環(huán)保的工作。一些地方官員一味追求政績，竟批準對空氣污染極其嚴重的項目建設。有些地區(qū)執(zhí)法經(jīng)費不足，環(huán)境執(zhí)法機構無法對污染源展開有效的檢測、治理工作。部分執(zhí)法機構相互推諉，以各種理由來開脫，不愿進行檢查工作，未能對污染嚴重的企業(yè)進行管理與制約。

Having special lanes reserved for bicycles and motorcycles should encourage more people to use bicycles and motorcycles instead of cars. As a long-term solution, extensive subway, or surface monorail systems should be built for all the major cities.
