采取如下幾方面措施：

1、減少污染物排放量。改革能源結構，多采用無污染能源（如太陽能、風能、水力發電）和低污染能源（如天然氣），對燃料進行預處理（如燒煤前先進行脫硫），改進燃燒技術等均可減少排污量。另外，在污染物未進入大氣之前，使用除塵消煙技術、冷凝技術、液體吸收技術、回收處理技術等消除廢氣中的部分污染物，可減少進入大氣的污染物數量。

2、控制排放和充分利用大氣自凈能力。氣象條件不同，大氣對污染物的容量便不同，排入同樣數量的污染物，造成的污染物濃度便不同。對于風力大、通風好、湍流盛、對流強的地區和時段，大氣擴散稀釋能力強，可接受較多廠礦企業活動。逆溫的地區和時段，大氣擴散稀釋能力弱，便不能接受較多的污染物，否則會造成嚴重大氣污染。因此應對不同地區、不同時段進行排放量的有效控制。

3、廠址選擇、煙囪設計、城區與工業區規劃等要合理，不要排放大戶過渡集中，不要造成重復迭加污染，形成局地嚴重污染事件發生。

4、綠化造林，使有更多植物吸收污染物，減輕大氣污染程度。
